- Notice of Intent to Sole SourceTitle: Photoacoustic Extinctiometer (PAX)/Aerosol Generator SystemThe U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part13.106-1(b), with Droplet Measurement Technologies for a Photoacoustic Extinctiometer(PAX)/aerosol generator system that measures aerosol light scattering and absorption, for the Office of Air and Radiation (OAR), Office of Air Quality and Planning Standards (OAQPS) in Durham, NC.EPA has identified Droplet Measurement Technologies as the only provider of the service to meet the requirements of this procurement. Droplet Measurement Technologies is the only known source able to satisfy the Governments requirement because they are the only source able to manufacture and deliver both a PAX system sensitive enough to measure BC at combustion sources or in the ambient air and a portable aerosol generator capable of calibrating the PAX.This procurement will be accomplished under FAR Part 12 Commercial Procedures.Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.Sources wishing to be considered MUST submit documentation to the office identified above. Documentation must be submitted within 10 calendar days of the date of publication of this notice. Submit your request in writing to William Newby at Newby.William@epa.gov. Telephone requests will not be honored.
