- Description
- The Internal Revenue Service (IRS) intends to issue a purchase order on a sole source basis for the renewal of a subscription service to the CQ Roll Call, Inc. to cover one-year period. The contract line item number (CLIN) is as follows: The contractor shall provide subscription service during the performance of October 1, 2011 through September 30, 2012. The procurement is an unrestricted set aside, NAICS code is 511110, and the small business standard is 500 employees. All responsible sources who can provide the above requirement shall submit written quotations via emailed to faith.m.ashton@irs.gov, no later than 2 calendar days from the posted date of this notice. Offerors submitting quotes should address the cost associated with the description of the services and related costs that are available. Quotes should include resume of the proposed on site contract/research manager and at least three Federal/State references, Federal Tax ID number and DUNS number. Funds are not presently available for this contract action. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment of contract purposes can be made. It is anticipated that once an appropriation is enacted and the budget is received, funds will be provided. Evaluation and award will be based on the quality and quantity of services presently offered and fixed price for subscription service. All price quotations must include quantity, unit price, total price, FOB point, a contact person (name and telephone number); GSA number if applicable, delivery time, business size, payment terms, and DUN number. The following Federal Acquisition Regulation (FAR) provisions and clauses in effect through FAC 2005-44 are applicable to this procurement: 52.252-1 Clauses Incorporated by Reference (Feb 1998); 52.252-2 Solicitation Provisions Incorporated by Reference (Feb 1998); 52.212-4 – Contract Terms and Conditions Commercial Items (June 2010); 52.213-2 – Invoices (Apr 1984); 52.213-3 Notice to Supplier (Apr 1984); 52.204-6 – Data Universal Numbering System (DUNS) number (Apr 2008); 52.204-7 – Central Contractor Registration (Apr 2008); PP32-01-0003 – Advanced Payment; 52.232-33 Payment By Electronic Funds Transfer – Central Contractor Registration (Oct 2003) and 52.243-1- Changes –Fixed-Price (Aug 1987)—Alternate I (Apr 1984). All Treasury contractors are required to be registered in the DOD Central Contractor Registration (CCR) database prior to receipt of award. No written solicitation will be issued for this requirement; therefore, such requests will be considered non-responsive. If no responses are received, an award will be made to the CQ Roll Call, Inc.
