- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.The solicitation number is RQ-51-11-000357 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430 with a small business size standard of 100.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-08-26 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Washington, DC 20005 The Pension Benefit Guaranty Corp. requires the following items, Exact Match Only, to the following: LI 001, Vendor must be an authorized Oracle Reseller. Bids from non-authorized resellers will not be accepted. Period of Performance is 8/31/2011 thru 8/30/2012. For CLINS 001 thru 006. Vendor shall provide a firm fixed price for each CLIN. Evaluation will be based on the lowest priced technically acceptable quote. PBGC Clause PBGC-39-003 Authorised Service Provider (July 2011) The offeror must be recognized by the legal owner as an authorized provider of the software/hardware identified in the schedule. The legal owner is defined as the legal entity that holds the proprietary rights to the software/hardware. The offeror must be a recognized entity that is authorized to sell, distribute, copy and/or change the content of the software/hardware. The offeror must certify its status as an authorized provider of the software/hardware identified in the schedule by providing written proof of its status in its response to the solicitation. PBGC reserves the right to verify information provided and check with the legal owner to confirm the offerors status. If the offeror is found not to be an authorized provider, the contracting officer shall notify the offeror that its proposal is excluded from the competitive range or eliminated from the competition. The notice shall state the basis for the determination and that a proposal revision will not be considered. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Pension Benefit Guaranty Corp. is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
