Description
The Centers for Disease Control and Prevention intends to issue a sole source purchase order to Medic Mobile, 213 R Street NE, Unit-A, Washington, DC 20002, for implementation of an electronic disease surveillance system in East Timor. The current disease reporting system in East Timor is failing to reach geographically dispersed and often hard to reach settlements. Disease Surveillance Notification Officers (DSNOs) who have the principal responsibility for investigating AFP and measles cases at the local government agency level are severely hampered by insufficient transport capacity such as inadequate vehicle and driver access, fuel and funds for public transport. As an alternative means of disease reporting we propose cell phones which is the most widely used system of communication in the country particularly short message service (SMS) text messaging. The use of SMS will engage the population to participate in disease surveillance efforts through a statewide registry of cell phone users thus improving the community based surveillance. This project will leverage the use of the widely used cell phone network to augment the existing disease surveillance system by providing the community ability to send and receive health-related SMS. The Global Immunization Division (GID) has demonstrated proof of concept for capturing data entered on a simple cell phone. We propose piloting this project in East Timor where poliovirus disease surveillance indicators are sub-standard and cell phones are widely used in the remotest settlements. The purpose of this project is to (1) Expand the capacity of the current passive disease surveillance system for AFP and measles through the innovative use of SMS and (2) improve the flow of disease-related data from surveillance officers to MOH at National level to improve response time and efforts related to disease outbreaks. Scope of work is as follows: The vendor will provide all labor, materials, and equipment required to complete following tasks: Technical consultation on expanding the use of cell phones in East Timor and to use SMS to improve the flow of disease related data to MOH. In addition, extend existing open-source application, Medic Mobile TextForms, to create an application to allow for the flow of disease related data to and citizens of East Timor and create a backend database for managing data to and from Surveillance officers. Tasks to be performed: Immediately & Continuously: (1) Work with CDC to revise detailed requirements, data to be collected, what messages should be automated and what reports or analytics are necessary for East Timor project. (2) User interface mockups and more technical project description are delivered to CDC for approval. (3) Software development on Medic Dashboard platform as well as CDC's requested TextForms and message processing functionality. (4) Demos for CDC and East Timor Ministry of Health, incorporating feedback into a brief written progress report. These design/user feedback meetings will drive the continued work on TextForms and message processing/automation features for the next release (probably late November 2011) of Medic Dashboard. (5) A download link and instructions for installing the Medic Dashboard application. This version will include the basic functionality of the Medic Dashboard platform, including managing login names and passwords for users, healthcare worker and facility profiles, capturing and managing data, and syncing data across multiple computers. Long Term: Free support to all partners who ask questions via our public forums, including the email group: https://groups.google.com/forum/#!forum/medic-community. Period of performance shall be date of award to last for seventy (70) days. The vendor shall provide the following deliverables to the Project Officer by the dates reflected below. All electronic files should be provided in MS Office formats and provided via e-mail. Deliverables and Date Required: > User interface and mockup and technical project description: 30 days after award. > Status report on Software development: 45 days after award. > Demos of software for CDC,MOH and WHO: 50 days after award. > User feedback progress report: 60 days after award. > Download link and instructions for installation: 70 days after award. Minimum vendor qualifications are the following: > Previous experience in developing mobile health applications > Extensive experience implementing mobile health application in developing countries. > Extensive experience working with MOHs and nongovernmental organization to empower citizens and improve their health care status. CDC believes that this requirement is met by only one provider. This procurement will be processed under the authority of FAR 13.106-1(b)(1). Only one responsible source and no other sources will satisfy agency requirements. No solicitation is being issued.
