Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6, and 13.5 as applicable and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911SO-11-T-1027 and is issued as a Request for Proposal (RFP). Under this number, the Army Contracting Command (ACC) / Mission Installation Contracting Command (MICC) intends to award only one firm-fixed-price contract for a Base year and two (2) Option years for Signal Regiment Doctrine Development. This requirement is a 100% small business 8(a) and only qualified Offerors may submit quotes. The applicable North American Industry Classification Standard (NAICS) code is 541519, Other Computer Related Services. The small business size standard is 25M. Failure to comply with the attached terms and conditions may result in an offer being determined as non-responsive. The U.S. Department of Housing and Urban Development requires registration with the Central Contractor Registry (CCR) prior to receipt of order, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.ccr.gov. Procurement is to Support Signal Regiment Doctrine Product Development and Signal Soldier Leader Training Programs. US Army Signal Center of Excellence is responsible for development of Signal Regiment doctrine products. These doctrine products provide fundamental principles used in training development for Army network capabilities that support strategic and tactical communications network transport and info systems & service requirements. These critical products will document network capabilities that will ensure information superiority is achieved to support the Army's GWOT. Any deviation from this requirement needs to be identified by the offeror in their quote. However, this deviation must be identified and requested by the offeror in their quote. Shipping charges shall be included in the quote. All samples, whether base or option, shall be packaged to ensure safe delivery to destination point. Delivery of the baseline material samples is expected to be 6 months After Receipt of Order (ARO). Delivery of the option samples is expected to be 6 months ARO, or when option exercised. It is anticipated that either the option exercise or a separate order will be exercised/awarded within 5 days of the original award. The successful offeror must submit their invoices through the Wide Area Workflow Web site http://wawf.eb.mil and must be in good standing with the government according to the Excluded Parties List System https://www.epls.gov. One award will be made to the Lowest Price Technically Acceptable (LPTA) for the Signal Regiment Doctrine Development (Base, plus 2 Option Years). The government reserves the right to make the award for the Signal Regiment Doctrine Development base and 2 year options to one vendor. Interested persons may submit a proposal. All responsible sources that submit an offer will be considered. Question Submission: Interested Offerors must submit any questions concerning the solicitation no later than 2 Sep 2011, 2:00 PM, EST, to enable the government an opportunity to respond.
