- 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION: PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. 2) Solicitation SOF11LSOUN0012 is issued as a Request for Quotes (RFQ). 3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. 4) This solicitation is a total small business set-aside. The NAICS is 811213; Size Standard: $10M. 5) DESCRIPTION: To install a professional audio system in the 220 B-Bay conference Room. The conference was refurbished a few years ago as a government/contractor self help project. The audio system is patched together and does not provide adequate sound for professional conferences and meetings. The conference room is used by the SOFSA Government and contractor personnel. Current system in place produces low level hum and functionally complicated to the general user. Install a professional audio system that will provide an area 72' x 28 ‘ that seats 80 with audio. Audio sources are podium, laptop or desktop and DVD/VCR. Any audio played must have the ability for presenter to talk at the same time. Controls for the audio system are centrally located near the podium. Personnel giving briefings must have the capability of wired or wireless microphone. Controls must be easy to understand and operate by general users. The following items are provided for use with the audio system: JVC Stereo Amplifier (In use to power ceiling speakers), Podium - Oklahoma Sound with Amplifier Series 700. Accepts wired and wireless microphones (In Use), VCR (Not In Use), Ceiling speakers 6ea. (4 in Use, 2 not). Two ceiling speakers are over the center of the room and two are located in the back area., NTI Veemux Video Matrix Switch (In use), Shinybow Multivideo System Converter SB-3690 (not in use), Epson Powerlite projectors (2 each in use), Panasonic 46" TV (2 each in use). The contractor will work with the Government on the plan of executing the above actions for utilization of equipment in use. The contractor will be escorted during the performance of this requirement. The contractor shall schedule all work through the Contracting Officer. 6) Period and Place of Performance: 60 days after date of award, Blue Grass Station, Lexington, KY. NOTICE OF SITE VISIT: A site visit will be held on 1 September 2011 at 10:00 AM. To attend the site visit offerors must contact Todd Purdy, 859-566-5082 or email to todd.purdy@sofsa.mil no later than 31 August with the following information: time you will be arriving at the gate and names of all that will be attending. 7) FAR Clause 52.212-1, instructions to Offerors-Commercial Items, applies to this solicitation. 8) This solicitation incorporates FAR 52.212-2, Evaluations of Commercial Items. Award will be made to the lowest priced technically acceptable offer. The government reserves the right to make award on the initial offer received without discussions. 9) Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items with Alternate I with their offer. The Representations and Certifications can be obtained at the following website: http://orca.bpn.gov. 10) FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. 11) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition; only the following FAR clauses in paragraph (b) of 52.212-5 are applicable: 52.222-3, Convict Labor; 52.222-19, Child Labor; 52.204-7, Required Central Contractor Registration; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-36, Affirmative Action for Workers with Disabilities; 52.225-13, Restrictions on Certain Foreign Purchases, and 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. 12) The following provisions and clauses also apply to this solicitation: DFARS 252.212-7001, Contract terms and conditions required to implement statutes or Executive Orders applicable to Defense acquisitions of commercial items, is applicable, but only the following clauses in paragraph (b) apply: 252.203-7000, Requirements Relating to Compensation of Former DoD Officials; 252.232-7003, Electronic Submission of Payment Requests. 13) Quotes are due NO LATER THAN 7 SEPTEMBER 2011 (2:00 P.M.
