- Sole-Source Synopsis Synopsis: Sole Source Ceiling Increase Award ( DTFH61-08-D-00001) The Federal Highway Administration intends to add work without competition to a contract ( DTFH61-08-D-00001) with the SES Group & Associates, LLC to provide laboratory and technical services to support the following FHWA Laboratories at the Turner-Fairbank Highway Research Center in McLean, VA. Asphalt Binder and Mix Labs Pavement Test Facility Chemistry Laboratory Complex Coatings and Corrosion Laboratory Aggregates Laboratory Services required include the overall management and operation of each laboratory, daily operation and maintenance of laboratory test equipment, specimen preparation and logging, materials testing and evaluation, data acquisition, data scrutiny, data analysis, and documentation including reporting of findings, analysis, and recommendations. This purchase will be made using Other Than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement to obtain a best value for the Government.
