- The VA Pittsburgh Healthcare System (VAPHS) intends to negotiate on a sole source basis with Gordon J. Hannah, Ph.D., 5877 Shady Forbes Terrace, Pittsburgh, PA 15217, pursuant to FAR 6.302-1, for research and development services for the VA funded research project of the Mental Illness Research, Education and Clinical Center (MIRECC) entitled, Getting to Outcomes (GTO) in the VA: Piloting GTO with Pittsburgh Homeless Programs to Enhance Compliance with the Uniform Mental Health Services in VA Medical Centers and Clinics. Services will include: working with the VA Homeless Center staff on planning, implementing, and evaluating program policies and procedures concerning services for homeless Veterans using the GTO accountability framework; guiding teams in selecting high impact program improvement project goals, creating action plans, and monitoring project progress; facilitating team meetings and providing expertise on evidence-based practices relevant to homeless services; creating surveys and other research measures to evaluate intervention impacts; and writing up and presenting research findings at professional conferences and in peer-reviewed publications. Dr. Hannah has been working on this project since August 2009 under an Interagency Personnel Agreement and has unique qualifications to perform these services. Dr. Hannah has a Ph.D. in Psychology. He has in-depth knowledge of the GTO accountability framework and has extensive experience providing technical assistance in the GTO framework. He is knowledgeable in evidence-based programs and practices in services relevant to homeless Veterans, such as housing, employment, and substance abuse, and is knowledgeable in current VA Homelessness programs including HUD-VASH, Grant and Per Diem housing, Healthcare for Homeless Veterans, Homeless Domiciliaries, and Compensated Work Therapy. Dr. Gordon has extensive experience with quantitative and qualitative data collection analysis, and he possesses a good working knowledge of the policies and procedures of the VAPHS. This notice of intent is not a request for competitive quotes; however, all information received by 4:00 P.M. on August 31, 2011, will be considered by the Government. No solicitation document exists, and no telephone inquiries will be accepted. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based on responses received as a result of this notice is solely within the discretion of the Contracting Officer.
