Description
The Government intends to conduct this acquisition on an unrestricted full and open competition basis under FAR Subpart 12.6, as supplemented with additional information in this notice. Solicitation number W9133L-11-R-0047 replaces solicitation W9133L-11-R-0041. The NAICS code is 541810 Marketing and Advertising services and the business size standard for this NAICS is $7 million. All prospective offerors must have a Commercial And Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http//wwww.ccr.gov and have Online Representation s and Certifications Applications (ORCA) at http://orca.bnp.gov. The period of performance for this Contract will be from October, 2011 through October, 2012 with four option periods of 12 months each. Description of the requirement - See attached documents. The Government anticipates awarding multiple ID/IQ Contracts to the responsible offerors whose offers conform to the solicitation and are deemed the best value to the Government. The following factors will be used to evaluate proposals: Cost and Price, Technical and Management, Past Performance, and small business subcontracting plan. The evaluation factors are rated and defined further in the Solicitation. FAR, DFARS, NGFAR etc. provisions and clauses are applicable to this Solicitation. The deadline to submit proposals has been changed to 2 PM EST on Friday 07 October 2011 (the solicitation will be amended to reflect this new closing date. Past performance may be submitted simultaneously with proposals but not after proposal submission). The last date for questions is 18 August 2011. The Government reserves the right to modify these dates and time. All changes will be posted on this website. Vendors interested in being considered for award should send an email to peter.stephens@us.army.mil. Place of Contract Performance: National Guard Bureau Arlington, Virginia 22204 United States. Proposals are to be submitted to: CPT Peter Stephens National Guard Bureau NGB-ZC-AQ: Suite T139 111 South George Mason Drive Arlington VA 22204 Answers to the solicitation will be posted no later than 2 Sept 2011 by way of an amendment to the solicitation. Offerors are now only required to respond to one (1) sample task order. That one sample task order is the 3 on 3 Campus Program. This sample task will not be awarded at the time of the IDIQ award as was originally planned. In fact this sample task is part of the IDIQ proposal and will not be evaluated for award. The other five sample task orders will be deleted from the solicitation.
