- This notice is provided for information purposes only. This procurement was awarded restricting consideration of schedule contractors to fewer than required in 8.405-1 or 8.405.2 because the agency has an urgent need for the supplies and services that providing a fair opportunity would result in unacceptable delays. It was urgent to award the order to the identified source to avoid any delays that would jeopardize Department of Homeland Security/U.S. Immigration Custom Enforcement/Homeland Security Investigation's (Client Agency) mission and subsequent activities in the building. The work involves telecommunication services for the functional performance of the Client Agency's telephone system. This order is in support of an ongoing ARRA (American Recovery and Reinvestment Act of 2009) project at the Patrick V. McNamara Federal Building, 477 Michigan Avenue, Detroit, Michigan 48226. The Client Agency is scheduled to occupy their space by September 26, 2011. Findlay Telecom Limited, LLC, is a veteran owned small business concern that has performed satisfactory work in the past for this building, they are familiar with the system, their rates were determined to be fair and reasonable at the time the FSS contract was established, and can begin work immediately. If another contractor performed this work, it is reasonable to assume they would not be able to perform the work as quickly and efficiently due to the lack of knowledge of infrastructure and programming of the systems.
