Description
See attached for RFQ details. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13, Simplified Acquisition Procedures, are being utilized for this acquisition. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation document will not be issued. This is a Request for Quotation (RFQ). This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-53. Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror to monitor www.fbo.gov for any amendments or other information related to this solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 541712. The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) is preparing to begin modifications to the Physics Laboratory (PL) Air Speed Calibration Facility (i.e., wind tunnel) for wind engineering experimentation. The wind tunnel is a welcome addition to EL's resources and expertise in experimental and computational wind engineering. When operational, the 1.5 m wide x 2.1 m high x 12.1 m long wind tunnel test section will provide the capability to test at model-scale structures with full scale heights of up to 150 m. An expansion section of the tunnel downstream of the test section will also be used. Wind speed in the tunnel will be measured using both laser Doppler and hot wire anemometry, while wind loads will be measured and collected using high resolution pressure scanners and a data acquisition system. A system to be used for the visualization and interpretation of wind flow around obstacles will also be in place. The facility will allow comparisons between wind loads measured in the wind tunnel and at full-scale. Comparisons will also be made between measurements taken in the wind tunnel and results of numerical computations. Research conducted in this facility will help to provide the technical basis for improvements to codes, standards, and practices governing design of building structures for wind. This procurement is for equipment that will be used for the simulation of terrain conditions in the actual atmospheric boundary layer by use of roughness elements. These roughness elements will be placed upwind of the model-scale structures in place in the wind tunnel. The terrain conditions of the tunnel will be simulated using techniques that have been used in other wind engineering experiments throughout the world. The procurement is for a roughness element system that is flexible and can easily handle the capabilities outlined below. The Contractor shall provide equipment in accordance with the attached specifications. All responsible offerors that can meet the attached requirements are invited to submit quotations in accordance with the instructions below. NIST reserves the right to award a purchase order without discussions, based solely on the submission of the Contractor. EVALUATION FACTORS FOR AWARD: The award will be made to the responsible authorized offeror whose technically acceptable quotation is deemed to represent the lowest price. In order to be technically acceptable, an offer must demonstrate that the items offered meet the specified deliverables in accordance with the attached specifications. All offerors must be registered in CCR (https://www.bpn.gov/ccr/default.aspx) in order to be considered for award.
