Description
This is a 100% Small Business set aside. Only offers from small business concerns will be considered. A solicitation will be issued to establish an Indefinite Quantity Contract (IQC) for NSN 2840-01-146-5637, a Liner, Compressor Component used on the E-3A Aircraft. This is an Air Force designated Critical Safety Item. The award will be for a base year and four option years. The Estimated Annual Quantities (EAQ) are as follows: Base Year EAQ: 2,352 each; Option Year EAQ: 2,352 each. FOB: Destination; Inspection /Acceptance: Origin. Government First Article Testing (FAT) is required. Required delivery for 3 FAT samples is 448 days ARO, and required delivery for production units is 448 days after FAT approval or waiver. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. The approved manufacturing sources are General Electric Company, CAGE 07482, P/N 9512M14P01, LPI Industries, CAGE 13779, P/N 9512M14P01, TSS Technologies, CAGE 28884, P/N 9512M14P01, Beacon Industries, CAGE 32816, P/N 9512M14P01, and Columbia Manufacturing, CAGE 8U485, P/N 9512M14P01. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The drawing package cited is subject to Export-Control regulations, and distribution is limited to those contractors qualified through JCP Certification. Form is available at the World Wide Web address http://www.dlis.dla.mil/jcp or by writing to: United States/Canada Joint Certification Office Defense Logistics Information Service Federal Center 74 Washington Ave, North Battle Creek, MI 49017-3084 Contracts will be awarded only to those contractors with JCP certification issued prior to an award. Alternate offerors must submit a Source Approval Request (SAR) package along with a completed copy of the solicitation in order to be considered for award. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. In order to receive an award, regardless of dollar value, contractors must be registered in Central Contactor Registration (CCR). The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation.
