Description
This is a notification that the Mission and Installation Contracting Command, Fort Drum, intends to award a sole-source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to Secure Mission Solutions, LLC. The associated North American Industrial Classification System (NAICS) code for this procurement is 561621, with a small business size standard of $12.5M. The Government requires services to install access control functions to 5 doorways at Fort Drum. Access Control will tie into the current Integrated Commercial Intrusion Detection Systems (ICIDS-IV). The contractor shall provide and install door controllers and associated enrollment terminal(s), card readers, magnetic locks, push to exit buttons and request to exit. The contractor shall program and integrate the components into the ICIDS-IV server/work station. The contractor shall conduct a performance verification test to ensure that all components are properly installed, communicating, and performing. The ICIDS-IV intrusion detection system is currently being installed on Fort Drum for emergency services under contract W9113M-09-D-0005 Task Order 0013. This contract is being performed by Secure Mission Solutions, LLC (SMS) /Sim-G. The basis for restricting competition is that the installation of the access control requires tying into the overall ICIDS-IV system that is still in a current period of performance and therefore must be performed by the current contractor due to the warranty. The resultant contract will be a firm fixed price contract. Fiscal Year (FY) 2011 Operational and Maintenance (OMA) funds will be utilized. This notice is not a request for quotations. The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical and pricing information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
