Description
SCOPE OF WORK UPGRADE ROOMS 507, 508, AND 511 EL PASO INTELLIGENCE CENTER DRUG ENFORCEMENT ADMINISTRATION The Drug Enforcement Administration (DEA), Office of Acquisition & Relocation Management (FAC) hereby issues this Request for Quotation (RFQ). The RFQ number is D-11-NE-0165. Also included in this notice are reference numbers D-11-NE-0166 and D-11-NE-0168. DEA has a requirement for a Contractor to provide all materials and labor for the following three Statements of Work (SOW). I. LOCATION OF WORK: Drug Enforcement Administration El Paso, Texas 79908-8098 II. SCOPE OF WORK: Contractor will make necessary preparation to upgrade rooms 507, 508, and 511 as per the following requirements. (Project No. 2) III. REQUIREMENTS: a. For room 507 the following will be done: 1. Remove double doors and repair by installing framing, insulation, sheet rock, taping, and texture. 2. Install new carpet on top of floor tile to include cove base (appox. 360 sq.ft.) to match existing. 3. Repair all walls and paint to match existing. •b. For room 508, the new training room, the following will be done: 1. Install double door with frame that was removed from room 507 on northeast corner of room which includes, cutting exterior wall made of brick and cinder black. Install door with frame and build a step outside to go inside room. 2. Install new sheet rock on top of existing cinder block walls to include framing, sheet rock, taping, texture, and paint all walls to match existing. 3. Install new wall complete to divide room 508 and 511. 4. Make necessary preparations to divide lighting system in room 508 and 511 with new switch for each room. 5. Install new carpet with cove base to match existing. •c. For room 511, the new supply area, the following will be done: 1. Have a light switch in room to support new lighting system. 2. Tear down wall (approx. 14'x9') and remove completely. Leave a fur-down approximately 5 to 6 inches. 3. Tear down wall (approx. 20'x9') complete between 508 and 511. 4. Remove existing chain-link wall fence to include doorway (approx. 24'x14') complete and build a solid fire wall where chain-link was located to divide room 511 and 512. New wall will have framing, texture, taping, and paint to match existing. 5. Install a new warehouse light fixture in room 511 to match existing. •d. All materials used in this project will be fire sealant/rated. •e. All trades used in this project will be used in accordance with OSHA and NEC standards. •f. All working areas will be kept clean at all times. SCOPE OF WORK OPENING BETWEEN ROOMS 113 & 114 EL PASO INTELLIGENCE CENTER DRUG ENFORCEMENT ADMINISTRATION I. LOCATION OF WORK: Drug Enforcement Administration El Paso, Texas 79908-8098 II. SCOPE OF WORK: Contractor will make necessary preparations to make an opening between rooms 113 and 114. (Project No. 1) III. REQUIREMENTS: •a. a. Contractor will make an opening approximately 72'x 80' between rooms 113 and 114. b. Opening will be repaired with framing, sheet rock, taping, texture, and paint to match existing. c. All materials used in this project will be fire sealant/rated. d. All trades used in the project shall be used in accordance with OSHA and NEC standards. SCOPE OF WORK UPGRADE ROOMS 449, 450, AND 451 EL PASO INTELLIGENCE CENTER DRUG ENFORCEMENT ADMINISTRATION I. LOCATION OF WORK: Drug Enforcement Agency El Paso, Texas 79908-8098 II. SCOPE OF WORK: Contractor will make necessary preparations to remove walls (complete) between rooms, all e lectrical to be relocated or terminate above ceiling, remove carpet, and install with new to include cover base and paint to match existing rooms. (Project No. 1) III. REQUIREMENTS: a. Remove two existing wall (complete) between rooms 449, 450, and 451. Dimensions are 20'x9'. b. Make necessary preparation to repair walls by framing, sheet rock, taping, texture, and paint. c. Remove one existing door way (complete) in room 450 and cover with frame, insulation, sheet rock, and texture. d. Relocate light switch from room 450 to doorway light switch of room 449. e. Remove all existing wall outlets, electrical EMT, data conduits, and terminate above ceiling for both walls. f. Paint all walls in rooms 449, 450, 451 to match existing rooms. g. Remove existing carpet from all three rooms, clean surface, and install new carpet to include cove base. New carpet will match existing from other rooms. h. All trades use in the project will be done in accordance with OSHA and NEC standards. i. All materials use in this project will be rated fire sealant. j. All trash and unused materials will be removed on a daily basis from the working areas. SCOPE OF WORK UPGRADE ROOMS 338 AND 342 EL PASO INTELLIGENCE CENTER DRUG ENFORCEMENT ADMINISTRATION I. LOCATION OF WORK: DEA/EL Paso Intelligence Center EL Paso, Texas 79908-8098 II. SCOPE: Contractor will make necessary preparations to upgrade Rooms 338 and 342 as per the following requirements. (Project No. 3). III. REQUIREMENTS: a. Tear down north wall complete of Room 338. Wall is approx. 38'-9". b. All electrical conduits and pipes within the wall will be relocated or terminated above ceiling. c. Build new wall with frame and door approx. 23'-5" north of where it was torn down to include; framing, insulation, sheet rock, taping, texture and paint to match existing. Existing frame and door to be use for new wall. d. Build a new wall with a sliding glass door entry in Room 338. e. All carpet floor of Rooms 338 and 342 that is work on will be removed and clean. f. New floor area of Rooms 338 and 342 will have raised computer flooring (4' high). g. All interior walls of Rooms 338 and 342 will have sound soak material to match existing. h. All materials use in this project will be fire sealant rated. i. All trades use in this project will done in accordance with OSHA and NEC Standards. j. All areas will be kept clean at the end of each working day. IV. SECURITY The Contractor shall be required to provide a list of all contract personnel requiring access to EPIC. The list of contract personnel shall include the following Personnel Identification Information (PII); full name to include nicknames/AKAs, SSN, DOB, current address/residency, and POB. The PII will be used to conduct a security review for all contract personnel requiring access to EPIC. DEA is the final authority on granting access or denying access to EPIC. All contract personnel will be escorted at all times. Access to classified information, DEA IT systems, or Open Storage Areas is not authorized. V. SITE VISIT A site visit will be conducted by the Government before the date for submittal of a quotation to accomplish this requirement. The site visit is scheduled for August 31, 2011 at 10:00am. Please be prepared to provide the following information: driver's license, automobile insurance, vehicle registration, company name, address, telephone number and email address. Please contact G eo rge Godinez at (915) 760-2137 for further instructions. VI. QUOTATION The vendor shall submit one quotation that contains pricing for each of the three statements of work. The pricing for each of the three statements of work shall include a breakout of all labor and materials and a final total. The grand total of the purchase order shall include the final total of all three final totals added together. The delivery requirement is all or none. The Government intends to issue one purchase order for all three statements of work. In accordance with Simplified Acquisition Procedures, the DEA intends to issue a purchase order described in the Federal Acquisition Regulation FAR Part 13. This is a total small business set-aside. The NAICS code is 236220 and the size standard is $33 Million. Evaluation of quotations will be based on Technical Capability, Price and Past Performance. Wage Determination - General Decision Number TX20080122 applies to the requirement. Any questions regarding this solicitation must be addressed to Paula McMillan, in writing at paula.mcmillan@usdoj.gov by September 2, 2011 at 12:00pm. This solicitation does not commit the Government to pay any costs incurred in the submission of a proposal. No telephone or fax requests will be accepted. Quotes shall be submitted electronically to paula.mcmillan@usdoj.gov. The closing date for the Request for Quotations is September 8, 2011 at 2:00pm EST. The Government anticipates award of a single firm fixed price purchase order. All interested sources shall submit a quotation which will be considered if timely received. This notice does not obligate the Government. The Government may reject all offers received in response to this solicitation, if doing so is in the best interest of the Government. Estimated delivery date: September 22, 2011.
