- 1st Qtr. Form 10 RFQP05031000115/Solicitation Cover Sheet The Federal Bureau of Prisons, Federal Correctional Institution Big Spring, Texas, intends to issue solicitation RFQP05031000115, for the requirements of: 1st QUARTER FY2012 - Bread. This solicitation is restricted to 100% Small Business, FOB Destination, the NAICS code for this requirement is 424410; the small business size standard for Government procurement is 100 employees. Delivery dates will begin October 1, 2011, through November 30, 2011. Must have prior approval from the contract specialist listed below before changing any delivery dates or quantities. Deliveries will be made to the Federal Correctional Institution, Big Spring, 1900 Simler Dr., Big Spring, Texas 79720. The contract type is a firm-fixed price. The Government reserves the right upon award to make formal single or multiple awards. The Government will award to the responsible offeror(s) whose offer, conforming to the solicitation that is considered to be most advantageous to the Government, with past performance and price considered. Faith-Based and Community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. All responsible sources are encouraged to submit a written offer which will be considered for award. The solicitation will be made available on or about August 26, 2011. The anticipated date for receipt of quotes is September 16, 2011. The solicitation will be distributed solely through the General Services Administration=s Federal Business Opportunities web site https://www.fbo.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely though this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Payment will be made using the Electronic Funds Transfer (EFT) or the Government Purchase Card. Each offer is required per FAR 52.213-3(b) (2) to complete their representations and certifications via the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov.
