- 1449 Form for Completion Phase II - Technical Screening of COTS Phase 1 - Technical Evaluation Screening of COTS 1449 PWS The United States Department of Agriculuture (USDA) has a need for the acquisition, implementation, legacy data migration, and support of a Commercial Off The Shelf (COTS) product for a comprehensive and integrated Warehouse, Inventory Management and Procurement System. The requirement if for an IDIQ, Performance Based Contract for a term of One Base and Three Option periods. This requirement is determined to be a Commercial buy. Offerors shall not submit proposals for customization development efforts. Only commercial products will be considered. This requirement is classified under the NAICS 511210, Software Publishers. This is not a small business set-aside. Offerors shall find all relevant instructions and data in the solicitation and Attachments. All questions must be submitted via instructions listed in the solicitation.
