- NASA/DFRC intends to issue a revised statement of work to incorporate a pricedengineering change (Not-to-Exceed $151K) to the NASA SOFIA B747SP Flight ManagementSystem (FMS) upgrade under contract number NND11AN98C.The proposed engineering changeis the result of a technical interchange meeting (TIM) and discussions resulting from theFMS Critical Design Review (CDR) conducted with ASB Avionics, Mojave, CA in August 2011.During the CDR it was determined that the existing weather radar contained in the SOFIAB747SP is obsolete and cannot be fully integrated with the current FMS upgrade in orderto provide a radar presentation on the pilots primary multifunction display fornavigation and situational awareness. As a result, the revised work requirement callsfor incorporation of ASB Engineering Change Proposal ECP 002A (e.g. integration andinstallation of a Honeywell Primus-880 weather radar system to include all hardware andinstallation kits. Note: the Primus-880 weather radar has been determined to becompletely compatible with the Honeywell Primus Flight Management System and pilotmulti-functional displays that are already part of the FMS package upgrade). This changeis considered to be within the general scope and intent of the original FMS upgraderequirement and shall be incorporated into the final systems design as presented forconsideration during the CDR.Authority for the revised requirement is FAR 6.302-1 Only one responsible source. Justification is based upon the following facts:1) ASBAvionics was competitively awarded the base requirement to design and integrate theoverall FMS upgrade system for the NASA SOFIA B747SP aircraft.Award of the contemplatedchanges to any other Contractor would likely result in: a) Substantial duplication ofcost to the Government that is not expected to be recovered through competition; b)unacceptable delays in fulfilling the agencys requirements; and c) design andintegration issues resulting from having multiple contractors attempting to collaborateon systems development issues.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 5, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
