- This Pre-Solicitation Notice serves as notification to industry of the procurement of Stevedoring and Related Terminal Services (S&RTS). This S&RTS requirement covers the handling of Department of Defense (DOD) sponsored export and import cargo for the SDDC, 833d U. S. Army Transportation Battalion (833d Trans Bn), Seattle, Washington. The operational area of responsibility will include providing stevedoring and related terminal services at the Ports of Tacoma, Seattle, Olympia, Aberdeen and any other commercial port facility located throughout Puget Sound, Columbia River and Grays Harbor. The anticipated date for release of the Request for Proposal is on or about 27 SEPTEMBER 2011. The Stevedoring and Related Terminal Services to be procured are vessel loading, vessel discharging, receipt of cargo, disposition of cargo, stuffing/unstuffing of cargo, intra-terminal transfer of cargo and onward movement of cargo and management expertise. The Government anticipates a base period, two (2) one-year option periods and a six-month extension of services option (i.e., 3.5 years performance period potential). The SDDC Acquisition office intends to award a single Indefinite-Delivery, Indefinite-Quantity (ID/IQ) type contract. The successful offeror will be selected on the basis of Lowest Price, Technically Acceptable (LPTA) source selection procedures.
