Description
Notice Type: Sources Sought The purpose of this Sources Sought is to conduct market research in order to identify qualified, experienced, and interested companies capable of providing the services described in this notice. THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. The Government is not obligated to and shall not pay for any information received from any company responding to this Sources Sought notice. In turn, the Government will treat information provided in response to this notice as proprietary information. The contract specialist and contract officer will not provide any feedback or carry on discussions with non-federal government activities regarding the information provided in response to this SOURCES SOUGHT. Non-personal service: The 802nd Contracting Squadron on behalf of the Headquarters Air Force Security Forces Center (HQ AFSFC) at Lackland AFB, TX hereafter referred to as the Government, is seeking sources to provide a resiliency Defender's Edge (DEFED) training program for 11 train-the-trainer workshops and 62 training workshops targeted to deploying United States Air Force Security Forces (SF) members. The workshops must provide deploying SF members with the education and techniques to survive in a deployed combat environment while retaining full operational capability and effectiveness. The SF has unique mission sets and deployment challenges, which dictate specialized training focused at specific techniques to enhance the human performance and increase survivability of SF personnel. DEFED workshops consist of four curricula modules: Fatigue countermeasures, Nutrition, On Killing and Adrenalin management. The training program must be completed 12 months from date of contract award. Description: The Contractor personnel must have undergone and conducted DEFED resilience training, and have experience in developing and implementing DEFED resilience training curriculum. The contractor must hold a Ph.D. in Philosophy or Psychology, which was earned from a United States accredited university; have a fundamental knowledge in resiliency concepts and the ability to translate concepts into operational terms. The contractor must also have a minimum of secret security clearance or the ability to obtain one within 30 days after contract award. The contractor will be responsible for providing training personnel, travel for training personnel, related training workshop materials, and administrative support required in support of providing 11 resiliency DEFED train-the-trainer workshops for personnel and 62 resiliency DEFED workshops. There are eight regional training centers (RTCs). The contractor must provide a post training report indentifying type of workshop, number of participants, names of participants, results of the workshop and a summary of student participant critiques. The critiques will include feedback from participants and participants' recommendations to improve delivery methods and content. The contractor will be expected to maintain a library file for HQ AFSFC historical documents, the above referenced materials, and other documentation related to the performance of HQ AFSFC efforts. All information must be made available to the government upon request and an electronic copy for library maintenance to be delivered to government representative at the end of contract period. Upon contract completion, the RTC will have a cadre of trainers capable of implementing resilience training using DEFED curriculum. Due to the aggressive schedule to develop the curriculum, provide training and achieve the contract service outcomes, replies to this notice should include past performance that demonstrates capability of achieving outcomes, having qualified human resources, and management skills and experience to successfully perform on this requirement. Response to this notice shall include the following: (a) company name (b) address, (c) Commercial and Government Entity Code (CAGE), (d) point of contact, (e) North American Industry Classification System (NAICS), (f) "number of employees" as defined by the Federal Acquisition Regulation (FAR) part 19.101 and (g) the amount of "annual receipts" as defined by the Federal Acquisition Regulation (FAR) part 19. In addition to company information, the respondent must provide a capability statement addressing the organization's qualifications that will include identification of prior or ongoing contracts for similar requirements with the United States Air Force, Department of Defense agencies or the Veteran's Administration, and the ability to provide training personnel with Expeditionary Security Forces experience gained within the last five years. The respondent must submit a rough order of magnitude estimate to include personnel (labor rates or salary ranges for personnel), and training material.
