- NOTICE OF INTENT TO SOLE SOURCE: The Indian Health Services intends to negotiate and issue a sole source award to fund an electric Submeter located at the IHS Headquarters Data Center. The IHS occupies a building located at 801 Thompson Avenue, Rockville MD through a GSA lease agreement which was renewed on August 2011. The newly signed Occupancy Agreement (OA # AMD05388) specifies that the landlord, Behringer Harvard (IPC Maryland I L.P.) invoices the IHS for the electricity consumed by the Data Center separately from the building. The landlord shall install a Submeter that meets the applicable provisions of the latest edition of the American National Standard for Electric Meters - Code of Electricity Metering, in accordance to COMAR 20.25.01.04, to accurately register electrical consumption. The contractor is the only source that can provide the service. IHS intends to negotiate this requirement under the authority of FAR 13.106-1(b)(1). The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Part 13 procedures. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses must be received by September 1, 2011 at 8AM Eastern Standard Time (EST). All responses must be in writing and can be sent via email to iris.merscher@ihs.gov. No phone calls will be accepted.
