RFP# GS05P11SVC0035 Drawings RFP# GS05P11SVC0035 The General Services Administration (GSA) has a requirement for Roof Replacement & Masonry Restoration at the Hart-Doyle-Inouye Federal Center, 75 Washington Avenue, Battle Creek, MI. THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE. THIS PROJECT WILL BE PROCURED AS A COMMERCIAL ITEM IN ACCORDANCE WITH FAR PART 12, Acquisitions of Commercial Items. This notice shall serve as a combined synopsis & solicitation. Therefore, the solicitation is posted with this synopsis and can be downloaded instantly. A separate solicitation will not be posted. The solicitation may be accessed by clicking on the attached pdf files. The intent of the project is to replace Building 1 walkway; renovate Building 5, Building 20, Building 31 with surrounding courtyard; and replace Exits 2A, 7 and 8 as described below: Building 1 Walkway: 1. Replace the front concrete walkway from the street corner to the main entrance including some concrete under the colonnade and the three sets of stairs. 2. Remove and reset the stones which act as retaining walls on either side of the walkway. 3. Replace, repair or patch stones as indicated on the documents. 4. Provide code compliant railings as indicated on the documents. 5. Remove and replace sections of the concrete retaining wall at the public sidewalk. 6. Replace any landscaping damaged during construction. 7. Replace/repair any irrigation removed or damaged during the construction. Building 5: 1. Replace the existing built-up roof with a single-ply, fully adhered black membrane roofing. Install tapered insulation. 2. Demolish the existing make-up air units on the roof. 3. Demolish the abandoned chimney and repair the roof. 4. Repair the generator cooling tower. 5. Tuckpoint masonry joints as indicated on the drawings. 6. Repair and paint the concrete on the building. 7. Replace brick as indicated on the documents. 8. Clean the exterior surface of the building. 9. Seal the existing windows. Building 20, Building 31 and Courtyard: 1. Replace the existing roof with a single-ply, fully adhered black membrane roofing. Install tapered insulation. 2. Replace the door. 3. Repair the stucco finish of the exterior of the building. 4. Seal the existing windows. 5. Repair the Courtyard walls. 6. Replace the stair and handrail. Exits 2A, 7 and 8: 1. Replace the existing concrete ramps. 2. Repair concrete slabs and stairs. 3. Replace handrails. The contract completion time is 365 calendar days from receipt of Notice to Proceed. The estimated cost range for all work is between $1,000,000.00 and $5,000,000.00. This procurement is open to small business concerns only. The North American Industrial Classification Code (NAICS) is 238140 (Masonry Contractors) with a size standard of $14 million. Potential offerors will be responsible for downloading the solicitation and monitoring FBO for amendments, if any, to the solicitation. All responsive proposals from responsible offerors will be considered. All proposals are to be submitted to General Services Administration, Attn: Kathern M. Williams, 230 S.
