Description

This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), Southwest Fisheries Science Center – Fisheries Ecology Division (SWFSC – FED) on a sole source basis from FLIR Systems, Inc. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide one FLIR T640 Infrared Camera and one TXXX ExaminIR Recording and Analysis package. FLIR was identified as the only source that can meet the technical requirements of this procurement because the FLIR T640 is the only camera providing 640 x 480 infrared detection at 50 milliKelvin sensitivity, with a tiltable optical block and integrated visual camera. No other known vendor can provide sensors that provide this level of sensitivity and features. The government intends to negotiate a firm-fixed price contract with a delivery date of no later than Oct 29, 2011. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation, such as the specifications of your product, in writing to the identified point of contact within 10 days after the publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
