- PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATINAL PURPOSES ONLY. The U.S. Army Corps of Engineers (USACE) Mobile District intends to sole source to Scipar, Inc., 26 West Spring Street, Williamsville, NY 14221-5437, for remote control access of the spillway gates at Claiborne Lock and Dam. The spillway gate controls are currently operated on site at Claiborne Lock and Dam. Due to a reduction in manpower, it is now necessary to remotely operate the spillway gates from Millers Ferry and Jones Bluff Powerhouses. The controls will be tied into the existing SCADA system at the powerhouses. The contract to install the Supervisory Control and Data Acquisition systems at South Atlantic Division's eleven hydropower plants were originally installed for USACE use only. Therefore, only Scipar is capable of interfacing the remote control access with the existing Supervisory Control and Data Acquisition system at the powerhouses. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. All responses received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
