Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Technology, Systems & Program Integration Directorate (TSPID) intends to award a firm fixed price purchase order on a sole source basis to: Siemens Healthcare Diagnostics, Inc., 500 GBC Drive, Newark, DE 19702-2466. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1) FAR Statutory Authority cited: 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirements. 2) Nature and description of the supplies or services required to meet the agency's needs: The Central Laboratory of USARIEM needs to replace its current automated chemistry system. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): We have identified a number of key features which a replacement analyzer must have to meet the current and future needs of our laboratory. These features of an automated chemistry system need to include: 1.A water filtration system for water supply. 2.A wide variety of assay capability, but must include: Glucose, Albumin, Total Protein, Creatinine, Alkaline Phosphatase, Calcium, C-reactive Protein, Cholesterol (total HD and LDL), Transferrin, Magnesium, Sodium, Potassium, Lactic Acid, Triglycerides, Ferritin, Total Iron Binding Capacity. 3.Automation - technician walk-away capability and analyzer self-calibration ability. 4.Maintenance - minimal daily and weekly regular maintenance. 5.Reagents - easily loaded and self-contained reagents with multiple tests per regent container, ability to load >40 reagent tests into the analyzer at once. 6.Waste - minimal hazardous waste generation. The currently in use Polychem generates a large amount of hazardous and non-hazardous waste and the Central Lab is moving to reduce chemical waste generation. 7.Quality Control - the system must have on-board quality control packages. Ability to program automatic repeats of samples. 8.Disposable assay cuvette - the currently used Polychem reuses cuvettes in the analysis. This has been a constant source of problems with this device. New devices utilize a disposable cuvette system which is preferable to our lab. 9.Bar code scanning - samples and reagent identifiers must be able to be read, and by bar code scanner. 10.Space requirements - must fit into <52" wide space (not including any attached monitor) and <32" deep space. 11.Sample - must be able to analyze serum, plasma, whole blood, urine. A variety of sample tubes must be accepted by the analyzer and it must have the capacity to load >50 samples at a time. 12.Service - analyzer must have ability to be placed on a renewable service contract with local technician assistance available. 13.Training - analyzer must have training for the technical staff and access to online continuing training for laboratory staff. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Online searches. Siemens is the only manufacturer that meets all our requirements as stated above and can ship within our timeframe. 5) Any other facts supporting the use of other than full and open competition: There are only a few manufacturers of clinical chemistry analyzers. Many are designed for large hospital laboratories with high throughput. The Dimension Xpand is designed for a low volume laboratory such as ours. Our laboratory uses a companion instrument manufactured by Siemens and it requires low maintenance costs, is easy to use, and provides accurate, timely results. 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None at this time.
