Description
The purpose of this amendment to the synopsis is to change the closing date from to January 28, 2012 to January 30, 2012. NOTE: This will be the FINAL amendment to extend the submission of an application for the ERLN/WLA program. Please email applications to both Contacts below. All other terms and conditions remain unchanged.The United States Environmental Protection Agency (EPA) has the responsibility of enhancing national capabilities for decontamination and disposal as a result of terrorist events and environmental sampling and analysis of all environmental matrices in response to nationally significant incidents (NSI). To protect the nation from the potential threats posed by terrorism or environmental emergencies, the EPA implemented the Environmental Response Laboratory Network (ERLN). The ERLN is one of five laboratory response networks under the Integrated Consortium of Laboratory Networks (ICLN). The mission of the ERLN is to provide known laboratory capabilities, capacities, and quality data in a scalable, systematic, and coordinated response to environmental emergencies providing preparedness, response, remediation and recovery analytical support. Consequently, the USEPA Office of Acquisition Management (OAM) intends to establish Basic Ordering Agreements (BOAs) in accordance with FAR Part 16.703 with vendors who are capable of analyzing environmental sample matrices contaminated by toxic industrial chemicals (TICs), chemical warfare agents (CWAs), biological agents, and radiochemical agents as a result of acts of terrorism or an environmental emergency. A BOA is not a contract, as referenced in FAR Part 16.703; it is a written instrument of understanding, negotiated between an agency, contracting activity, or contracting office and a contractor, that contains: (1) terms and clauses applying to future contracts (orders) between the parties during its term, (2) a description, as specific as practicable, of supplies or services to be provided, and (3) methods for pricing, issuing, and delivering future orders under the BOA. Additionally, a BOA does not imply any agreement by the government to place future contracts or orders with the contractor or to be used in any manner to restrict competition. Potential vendors? viability will be evaluated on the following six factors: Accredited Quality System, Plans and Procedures, Sample Management System, Facilities for Sample Handling and Storage, Data Management and Exchange, and Integrated Consortium of Laboratory Networks (ICLN). The ERLN review team will review these documents and calculate a score for the application based on criteria established by the EPA. This score is used to determine if the laboratory is eligible for ERLN and, as applicable, Water Laboratory Alliance (WLA) membership. This requirement will be posted for approximately 150 days with an anticipated closing date of January 30, 2012 at 3:00 pm EST.
