Description
Solicitation D11PS30354 will be seeking multiple contractors to fill multiple awards of Blanket Purchase Agreements (BPA) otherwise known as the Aircraft Rental Agreements (ARA) throughout the United States. The DOI has historically required a pool of BPAs of various aircraft types and capabilities located throughout the United States that are pre-approved and inspected by DOI and capable of accepting on demand aircraft orders. Aircraft must be capable of providing safe and timely intermittent services to include point-to-point flights, aerial survey, animal tracking and other natural resource missions. The ARA is NOT to be used in high risk or specialized flight operations such as direct fire suppression or tactical fire support missions which are conducted under other contract instruments. All aircraft and contractors must be capable of meeting minimum technical requirements per the solicitation, possess a FAA Part 135 Certificate, and all offered aircraft must be listed on their FAA Part 135 Operations and Specifications. Individual orders/calls against the BPA shall not exceed $25K. A sampling of ARA BPAs used between 1 May 2010 and 30 April 2011 revealed that 69.18% of individual ARA BPA calls were at or under $2,500 per order. The Government does not guarantee any minimum use or orders should a BPA be awarded. Awarded BPAs will allow for one annual pricing economic adjustment. Offerors will be allowed the flexibility in offering aircraft at either the wet with pilot rate, dry with pilot rate, wet without pilot rate or dry without pilot rate or any combination thereof. These BPAs may be cancelled at any time at the written request of the Contractor or Government. The anticipated issue date of the solicitation under NAICS 481211Nonscheduled Chartered Passenger Air Transportation is on or about 6 September 2011, proposals will be accepted throughout the posting period with a projected closing date on or about 22 October 2011. BPA awards will be issued as proposal are received, reviewed and accepted, however, not all proposals submitted will result in the issuance of an award. The DOI asks that you submit your offers as soon as possible after the solicitation is posted as opposed to waiting until a day or two prior to the solicitation close. This will allow adequate time for processing and awarding multiple BPAs and to ensure we have required BPAs in place for service starting 1 October 2011 as current BPAs will be cancelled on or about 30 September, 2011. It is a requirement that the successful awardees be registered in the Central Contractor Registry (CCR). In addition to FedbizOpps, the solicitation will also be available at http://amd.nbc.gov/index.htm under Business Opportunities. This procurement is set-a-side for small business with one exception. Alaska offerors will also be a small business set-a-side for fixed wing aircraft. Large business Helicopter offerors in Alaska may be considered and may submit an offer. These BPAs will be procured under the Simplified Acquisition Procedures per Federal Acquisition Regulation Part 13.
