- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This solicitation is being issued pursuant to the procedures at FAR 13.5. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source: ARMAG Corporation, 300 ARMAG Avenue, Bardstown, KY 40004-2113 in accordance with FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements. The items being procured will be built into armories during the manufacturing process that are currently on order or in production. No other vendors are allowed access to the armories during the manufacturing process at the ARMAG facility and it is cost prohibitive to transport the armories to alternate locations for the inclusion of the items. Additionally, any other vendor providing products would void the current certification requirements. The Government anticipates award of a commercial, firm fixed price contract with delivery within 14 weeks after contract award. Anticipated delivery will be ship in place as the items will be incorporated into armories during the manufacturing process. Inspection and acceptance is anticipated to be at origin. Interested persons may submit a capability statement or proposal which shall be considered by the Agency. However, all capability statements/proposals received within seven days after publication of this synopsis will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
