- Limited Source Justification THE GOVERNMENT INTENDS TO AWARD SOLE SOURCE TO THEISSEN TRAINING SYSTEMS, INC. PROVIDE BOTH STATIONARY INFANTRY TARGETS AND STATIONARY ARMOR TARGETS FOR BESMAYA COMBAT TRAINING CENTER. The Joint Theater Support Contracting Command hereby gives notice of its intent to solicit, negotiate, and award a limited sole source contract to Theissen Training Systems, Inc., 1225 SE 4th Terrance, Chiefland, FL 32626, P.O. Box 39, Chiefland, FL 32644 for both stationary infantry targets and stationary armor targets, are required to replace existing target lifters in order to support M1A1 New Equipment Training and increase the capability of the various ranges at the Besmaya Combat Training Center in Iraq. The acquisition is being conducted under the authority of the GSA Multiple Award Schedule Program FAR 8.4. FAR 8.405-6(b)(1) Market research indicates other companies' with similar products lack the particular feature that is peculiar to one manufacturer. FAR 16.505(b)(2)(i)(B) Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Interested parties not in concurrence with this limited sole source procurement may identify their interest and capabilities by responding to this notice. All information shall be furnished at no cost or obligation to the Government. No solicitation will be made publicly available. A determination by the Government not to open to competition based on responses to this notice is solely within the discretion of the Government.
