- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The submission of this information is for PLANNING PURPOSES ONLY and is not to be construed as a commitment by the Government to procure any services, or for the Government to pay for the information received. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted is voluntary. The Defense Logistics Agency (DLA) Distribution J7 Acquisition Management Office is conducting market research to determine the extent of small and large business sources capable of performing warehouse and distribution operation services for DLA Distribution Richmond VA. DLA Distribution Richmond, VA is collocated with DLA Aviation, DLA Disposition Services, DLA Documentation Services, DLA Office of Operations Research and Resource Analysis, and DLA Distribution Mapping Activity in a complex known as Defense Supply Center Richmond. DLA Distribution Richmond, VA provides distribution services to the military services and other federal government activities. Currently, numerous commodities are stored in approximately six million square feet of uncovered and covered storage areas. The primary mission of the Distribution Center is to plan, program, manage, and execute efficient and effective receiving, storage, inventory, packaging, Care of Supplies in Storage (COSIS), stock control, stock selection, issue processing, packing, shipping, and distribution of repair parts and secondary items in support of on-base, local, and worldwide customers. The Contractor shall perform warehouse and distribution operations requirements using the Distribution Standard System (DSS). The Contractor shall provide all management, personnel, supervision, materials, tools, equipment, transportation, and any other items and services not government-furnished. Material Handling Equipment will be provided and maintained by the Government. DLA Distribution Richmond, VA is the primary DLA distribution center for all hazard classes, excluding radioactive material, and is responsible for receipt, store and issue in accordance with all local, state, federal and international regulations governing hazardous materials. DLA Distribution Richmond, VA is also the primary distribution center for compressed gas cylinders containing Ozone Depleting Substances (ODS) and has the Department of Defense (DoD) assigned responsibility for maintaining the Defense Reserve of ODS. DLA Distribution Richmond, VA has a large compressed gas cylinder refurbishment operation that is tied to the ODS operation. The ODS reclamation and cylinder refurbishment functions are not included in the scope of this requirement although the Contractor shall support these functions by performing receipt, storage and issue of compressed gas cylinders containing ODS. The identified labor categories for this effort include, but are not limited to the following: • Blocker and Bracer • Freight Classification Specialist • Hazardous Materials Handling Specialist • Material Handling Laborer • Order Filler • Quality Control Specialist. • Shipping Packer • Shipping/Receiving Clerk • Supply Technician • Supply Systems Analyst • Traffic Management Specialist • Truck Driver • Warehouse Specialist • Woodworker The anticipated North American Industrial Classification System (NACIS) code for this acquisition is 561210, Facilities Support Services. In order for the DLA Distribution to properly gauge the capability of the small and large business community, interested concerns must provide: a) A capability statement (limited to 10 pages in length, singled-spaced, 12 point font minimum) demonstrating the ability to perform the efforts above. This statement should describe your firm's ability to provide adequate staffing to perform warehouse distribution services specifically as it relates to handling of hazardous material. b) Relevant Experience (limited to 5 pages) within the last five (5) years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work described above.
