Description
J&A for T64 VGV Linkage Improvement Kits The Naval Air Warfare Center, Aircraft Division (NAWCAD) Contracts Department, Patuxent River, MD in support of NAVAIR 4.4, Propulsion and Power, intends to negotiate a delivery order under Basic Ordering Agreement FA8122-09-G-0001 on a sole source basis with General Electric (GE), 1000 Western Ave, Lynn, MA 01902 for one hundred and sixty-seven (167) Variable Guide Vane (VGV) Linkage improvement kits. The kits are comprised of the following parts: (1.) Accessory Change (AYC) 1415 - Compressor Stator, GE Part # 1947T80G01, Kit Identification Number (KIN) 1415LKA145128XX, (2.) AYC 1414 - VGV Linkages, GE Part # 1947T79G01, KIN 1414LKA145126XX and (3.) Engine, GE Part # 1947T78G01, KIN 9117LKA145140FQ. This change will improve the durability of the VGV Linkage Assembly and the Actuation Rings Stages Inlet Guide Vane 1, 2, 3, & 4; reducing high component wear, and the resulting impact on engine performance. Excessive wear on these parts can lead to variable vanes tracking off design schedule, which can result in low engine power, and possible engine stall. The VGV Linkage is modified by replacing all of the bell cranks; (spherical bearings replace vespel bushings); rod end bearings configured with more durable spherical bearings; and the clevises are modified to accept a larger spherical bearing. Most of the pin joints are replaced with bolted joints to confine rotational motion to the bearing. This is the mating point for each stage of stator vane actuation between the VGV Linkage and the Actuation Rings in the Compressor Stator Assembly. These proposed changes will update the VGV Linkage design to current GE practices. The actuation rings, in the compressor stator assembly, are modified by increasing the ring thickness, to increase contact area between the VGV lever arm pin and the actuation ring hole ID. The wall coating in the pin holes has been changed to an improved coating to reduce friction and minimize pinhole wear. Proposed design improvements should be retrofitted into all VGV Actuator Linkage and Compressor Stator Assemblies on all T64-GE-416/-416A/-419 model engines. Proposed VGV Linkage upgrade and Actuation Ring replacement will be incorporated at Intermediate and Depot Level of maintenance at the first opportunity, no later than the next scheduled maintenance interval. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. General Electric is the Original Equipment Manufacturer (OEM) and the only contractor with the requisite knowledge and experience of the current T64 engine required for this effort. The estimated period of performance for this acquisition is 29 September 2011 to 29 September 2012. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses must be received by 17:00 PM Eastern Standard Time on 24 August 2011. The applicable NAICS code for this requirement is 336412 - Aircraft Engine and Engine Parts Manufacturing. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
