Description
This is a synopsis notice only and is not a Request For Proposal (RFP). The solicitation will be posted electronically on the GPE and will contain instructions for obtaining further information on this requirement. This requirement is for non-personal services in support of 86th Communications Squadron. The contractor shall provide all necessary equipment, materials, tools, documentation, manuals, diagnostic/test equipment, vehicles, qualified/certified personnel, transportation, ancillary items, supervision and other items necessary to perform reliable maintenance, repair and inspection services of the Kaiserslautern Military Community (KMC) wide area Trunked Land Mobile Radio System (TLMRS). The contractor shall be responsible for the management, personnel training, operation, scheduled and unscheduled maintenance, and preventive maintenance for equipment listed in Appendix 8. The contractor shall use applicable commercial manuals. The contractor shall be responsible for the functions listed in paragraph 1.5. The contractor shall ensure sufficient personnel are employed to meet the hours of operations as listed in paragraph 1.5.4. at all locations identified in paragraph 3.1. and Appendix 3 throughout the life cycle of this contract. The contractor shall meet identified response and restoral times. The contractor shall notify the Contracting Officer (CO), 86th Communications Squadron (CS)/SCOT Radio Frequency Transmission Systems and Contracting Officer's Representative (COR) immediately of any significant deviation of site, function, equipment, or workload from this Performance Work Statement (PWS). The anticipated Period of Performance is 1 December 2011 through 30 September 2013. The North American Industry Classification System (NAICS) code proposed for this requirement is 811213 Communication Equipment Repair & Maintenance. There is no Small-Business sized standard associated with this requirement as FAR 19.1 does not apply outside of the United States or it's outlying areas. This solicitation will identify the Point of Contact for interested vendors to obtain information on becoming qualified for this requirement.
