- This is a notice of intent to negotiate with Silver Ships, Inc. on an other than full and open competition basis for qty four (4) WL AM800 Ambar 8 Meter Complete Sponson Systems. These sponson systems are proprietary to the High Speed Maneuverable Seaborne Target (HSMST) and Silver Ships, Inc. is the manufacturer and design holder of the HSMST target boat itself. THIS IS NOT A REQUEST FOR PROPOSALS. Silver Ships, Inc. is the sole manufacturer and reseller and holds all design rights. It is anticipated a firm-fixed priced purchase order will be awarded for this effort. This requirement is being procured under statutory authority permitting other than full and open competition, 10 USC Section 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. All inquires regarding this notice of intent must be addressed, in writing, to the following address: NAVAIR/AD Contracts Department (AIR-2.5.1.), Building 441, Code 2517 (Catrina Vitez), NAWCAD, 21983 Bundy Road, Patuxent River, Maryland 20670. Responses to this notice of intent must be made within seven (7) days after this notice is electronically posted and should include the company name, point of contact, address, telephone number, fax number, email address of the point of contact, and company literature sufficient to determine the firm's capability to perform this effort. Consideration of responses is solely within the discretion of the Government, generally for purposes of determining whether to conduct a competitive procurement.
