- NRCS Ohio County Maps Solicitation - Statement of Work Price Schedule Market Analysis AG-5E34-S-11-0003 Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluations and Solicitation for Commercial Items as supplement with additional information included with this notice. This announcement constitutes the only solicitation; proposals are being requested. The USDA, Natural Resources Conservation Services (NRCS) in Ohio has a requirement for a market analysis of sale prices of properties eligible for USDA-NRCS easement programs and is seeking an independent real estate professional such as an agent, broker, or appraiser licensed and registered in the state of Ohio to complete a market analysis of agricultural land sales in each of the Eighty Eight (88) counties in the state of Ohio. The independent real estate professional shall be experience and knowledgeable of the dynamics of agricultural land sales within the state of Ohio. All work shall be completed in accordance with the Market Analysis Scope of Work. The market analysis will be based on composite of comparable sales within each Ohio County. The Government anticipates award of a firm-fixed price contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. Multiple Awards are possible. This solicitation includes provisions and clauses in effect through Federal Acquisition Circular 05-37 and the Federal Acquisitions Regulations (FAR). These include, but are not limited to (a) 52.212-1, Instructions to Offerors-Commercial; (b) 52.212-3, Offeror Representations and Certifications-Commercial Items, which must be submitted with the offer; (c) 52.212-4, Contract Terms and Conditions-Commercial Items; and (d) 52.212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders-Commercial Items. All Contractors must register with the Central Contractor Registry (CCR) database at www.ccr.gov. The CCR Customer Assistance Center can be contracted toll free at 1-888-227-2423. The first step in registering is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun & Bradstreet (D&B). To request a DUNS number call toll free at 1-866-705-5711. Obtaining a DUNS number through this process is free of charge. It behooves anyone who is submitting a quote to begin this process as soon as possible since it can take several days or longer to complete. Failure to register may cause a rejection of your offer.
