Description
THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication that the PMA-251 Program Office or NAVAIR will contract for the services contained in the RFI. The Naval Air Warfare Center Aircraft Division Lakehurst is seeking sources with the capability to perform mechanical property, fatigue and fracture testing in accordance with the Statement of Work. Laboratories shall indicate if they can perform any, or all, of the material characterization testing contained in the statement of work below. Laboratories can be considered if they can perform the testing cited in paragraph one, two, three or any combination thereof. Information in the following areas will assist NAVAIR Lakehurst in the development of its procurement strategy. Respondents to this RFI are requested to address the following information in their response to the Government: • Service literature: brochures, catalogs, or other documents listing services provided. • Business size (8a, small, women owned, etc.) • Corporate capability - capacity for conducting concurrent fatigue and crack growth rate testing. • Experience - Laboratories shall describe their experience in performing the cited testing, particularly for fatigue and crack growth rate testing with environmental exposure. Number of years of experience, the average number of tests conducted per year for the last 3 calendar years and examples of such work should be submitted. • Technical testing capability - including ability to apply range of temperatures and environmental exposures. • Quality Assurance certifications Statement of Work. A description of the required testing capability follows: 1. FATIGUE TESTING Strain based fatigue tests in accordance with ASTM E 606 shall be conducted on the materials as identified in Table 1, below. Strain based fatigue tests shall be run at five strain levels to produce data which approximately corresponds to lives at 103, 104, 105, 106 and 107 cycles. Four samples shall be run at each strain level. Force controlled testing per ASTM E 466 is acceptable as described in ASTM E 606 for testing after cyclic stabilization of the stress response occurs. Testing shall be terminated when a 10% drop in load is detected. All fatigue testing shall be conducted at zero mean stress (R=-1). Unless otherwise specified in Table 1, testing shall be conducted at room temperature in laboratory air and at a test frequency at the discretion of the testing lab. Reports shall be produced in laboratory's format but shall contain a strain-life curve, a cyclic stress-strain curve, a stress-life curve cyclic strain hardening component, cyclic strength coefficient, fatigue strength exponent, fatigue ductility exponent, fatigue strength coefficient, fatigue ductility coefficient and all information listed in the suggested reporting of paragraph 9 of ASTM E 606. 2. FRACTURE TESTING: CRACK GROWTH RATE AND KIC Crack growth tests shall be conducted in accordance with ASTM E 647. A total of 3 coupons per test condition shall be tested. Tests shall be conducted at an R of (.1), (.3) and (.7) in lab air at room temperature with the frequency at the discretion of the test lab unless otherwise noted in Table 1. Fracture toughness tests shall be run in accordance with ASTM E399 or ASTM E1290. The testing shall be room temperature, L-T orientation unless otherwise specified. Report can be in laboratory's format, and shall contain crack growth rate curves with Paris constants defined and KIC values. The testing information suggested in the applicable ASTM specification reporting sections shall be included in the written report. 3. MECHANICAL PROPERTY TESTING A stress strain curve shall be developed and the tensile strength, yield strength percent reduction in area and percent elongation, and proportional limit and shall be determined and reported per ASTM E 8. Elastic modulus per ASTM E 111, Poisson's ratio per ASTM E 132, hardness in accordance with ASTM E 18 or ASTM E 10, and compressive yield per ASTM E 9 shall also be determined. Report shall be produced in the laboratory's format, and contain the information stated in the applicable ASTM specification reporting section.
