Description
Solicitation No. VA245-11-IB-0224. The Department of Veterans Affairs is seeking a construction contractor to furnish all labor, materials, tools, equipment, and supervision to provide for renovation of Building 311B. Work includes general construction, alterations, mechanical and electrical work, utility systems, miscellaneous demolition and certain other items of relating to asbestos abatement and structural repairs and reinforcements as required by drawings and specifications. Work shall include, but not be limited to, Asbestos abatement, concrete, masonry, carpentry, casework, insulation, hollow metal doors and frames, wood doors, door hardware, replacement windows, tubular skylights, glazing, aluminum entrances, metal studs and drywall, acoustical ceilings, porcelain tile, carpet tile, resilient flooring, painting, ground source heat pump system, wells for GSHP, plumbing, wet radiant floor heating system, sprinkler, electrical lighting and power, tele-communication, and fire detection and alarm. All work shall be located at the Department of Veterans Affairs Medical Center, 510 Butler Avenue, Martinsburg, WV. Project Number is 613-11-141. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses (SDVOSB). Estimated construction cost range is $500,000.00-$1,000,000.00. The firm must be a general construction firm approved under NAICS: 236220, size standard: $33.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of WV. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. Only SDVOSB/VOSB Firms currently verified in the Veterans Information Pages (VIP) at www.vetbiz.gov or SDVOSB/VOSB Firms currently listed, pending verification in VIP are eligible to submit bids/offers. SDVOSB Firms that submit bids/offers on SDVOSB/VOSB set-asides that are not listed on VIP will be deemed nonresponsive (IFB) or technically unacceptable (RFP/RFQ). A Joint Venture Agreement (JV Agreement) must be completed at the time of the bid opening and conform to JV requirements. JV Agreements should be submitted with the bid. Bids will be accepted from only responsible and responsive contractors. There will be a pre-bid site visit which will be held on or about August 30, 2011 @ 1:00pm local time at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 308B (Conference Room), Martinsburg, WV. All interested parties are encouraged to attend the site visit. Interested parties must obtain a visitor's pass from the Police Security Office in Building 500 before reporting to the conference room in Bldg. 308B. All questions generated from the site visit shall be submitted in writing to the contracting officer to kathryn.leatherman@va.gov. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading plans and specifications from the FedBizOpps website www.fbo.gov. Solicitation documents will be available on or about August 15, 2011. Approximate bid opening date is September 26, 2011. Firm site visit and bid opening dates will be provided on the solicitation once issued. There will be a public bid opening. Bidders are advised that award will be made to the responsive/responsible bidder with the lowest price. The procurement is subject to availability of funds.
