Description
In order to promote early exchange of information with industry in accordance with FAR Part 15.2, the Naval Air Systems Command (NAVAIR) issues this Request For Information (RFI). This request for information will be used to compile industry interest and manufacturing capability for potential future Antenna Group OE-120( )/UPX requirements. THIS IS NOT A SOLICITATION, BUT A REQUEST FOR INFORMATION. THE GOVERNMENT WILL NOT PAY FOR THE INFORMATION SUBMITTED IN RESPONSE TO THIS SYNOPSIS. The Government tentatively anticipates a requirement for a quantity of up to 41 Antenna Group OE-120( )/UPX from CY2015 award date through CY 2030 at a rate of approximately 1 to 3 units per year. The equipment shall be a form/fit/function equivalent to the existing Antenna Group OE-120()/UPX, including all military specifications, military standards, and physical and performance requirements. The equipment shall be capable of interfacing with the current configurations of the Interrogator Set AN/UPX-24(V) and Digital Interrogators AN/UPX-37 or AN/UPX-41(C) which operate with various shipboard weapon systems (CEC, C&D, SSDS MK 2, ACDS, AWS, MK23 TAS) on CG 47, DDG 51, LHD 1, LPD 17, LHA, and CV/CVN class ships. The equipment shall be a Phased Array, Electronically Steered Identification Friend or Foe (IFF) antenna system that can be instantaneously redirected to any azimuth position to provide real-time IFF information. Respondents must have an existing antenna group in production capable of meeting all shipboard, IFF, and topside requirements, and be capable of integrating with the AN/UPX-29(V) IFF system, as well as the physical and environmental requirements with an initial delivery of a fully functional/operationally certified antenna group not later than 2017. Any system design(s) submitted by respondent must be capable of meeting all immediate Fleet support requirements of existing 130+ fielded OE-120/UPX antennas to include unit, or system level failures with no deviations from current shipboard interfaces, physical structures, or performance degradation. THIS RFI IS NOT A REQUEST FOR PROPOSALS; however, responsible interested parties should submit information to this RFI in which they can identify interest and capability to respond to this potential requirement. Interested parties are requested to provide a complete response to this RFI even if they have responded to previous RFIs for this effort. Please note that participation in any procurement resulting from this RFI will be limited to current and approved Department of Defense (DoD) contractors located in the United States (U.S.) who possess a current and valid U.S. facility clearance with technologies/data safeguarding capabilities. As a result of this constraint, foreign contractors may NOT participate as a either a prime contractor or a subcontractor. Please ensure that your RFI response contains sufficient detail to allow the Government to assess the technical changes that would be required to your existing system in order to meet the included requirement and schedule. Please submit a rough order of magnitude estimate of the Non-Recurring Engineering costs and Production Unit Cost per year that will be required to achieve the included requirement and proposed schedule. Government personnel may/will conduct site visits of any respondent to evaluate design parameters as well as production capability, capacity, and maturity. Responses to this RFI are requested by 2:00 p.m., Eastern Daylight Time, on 12 September 2011. Respondents submit information at their own risk; submission of a response to this request will not obligate the Government in any manner; therefore, the Government will not reimburse the respondent for any cost associated with information submitted. Proprietary or restricted information should be marked as such and will be protected and used only for the purposes of this RFI. This RFI does not constitute an invitation for bid or request for proposal. Any procurement action for OE-120( )/UPX will be the subject of a separate, future announcement. The Government may request follow-on communication, including one-on-one meetings and/or site visits, as a result of this RFI. The Government will not reimburse the respondent for any cost associated with participation in these communications, one-on-one meetings, and/or site visits. The response shall include: 1) Technical detail as requested above, 2) Estimated cost detail as requested above, 3) What type of work has your company performed in the past in support of the same or similar requirement, 4) Can or has your company managed a task of this nature before, 5) Has your company managed a team of subcontractors before, 6) What specific technical skills does your company possess which ensure capability to perform the task, 7) Provide company name and address, cage code, business size and status, and a point of contact. The submission shall not exceed twenty (20) pages and is requested no later than 2:00 p.m., Eastern Daylight Time, on 12 September 2011. The information presented in this announcement does not obligate the Government in any manner.
