Description
On behalf of The Committee for Purchase From People Who Are Blind or Severely Disabled (Committee), the independent Federal agency that administers the AbilityOne® Program, (NISH), a designated central nonprofit is pursuing a potential partnership with a commercial manufacturer of Soup Bases and Gravy Mixes for the purpose of providing employment opportunities for people who are blind or severely disabled. If successful, the result will be a Co-Branding Agreement between the manufacturer and the AbilityOne® Program, and its registered brands. The ultimate expectation is that the co-branded product will be placed on the Committee's Procurement List (PL). The manufacturer will be a nationally recognized supplier of Soup Bases and Gravy Mixes, and will supply CW Resources, Inc. located in New Britain, CT who will package, pack, label, mark, unitize, and distribute 100% of the annual requirement of Soup Bases and Gravy Mixes to all four branches of the U.S. Military and other Federal Customers, through the DLA Troop Support Prime Vendor Program. The Non-profit agency will provide worldwide distribution to CONUS and OCONUS locations. Preference may be given to a Co-Branding Partner that is currently set up to deliver bulk soup bases and gravy mixes that are compatible with the bulk blending system currently in place at CW Resources. Additionally, the product shall comply with CW Resources' Quality Management System, HACCP and allergen control program. The Soup Bases and Gravy Mixes must be commercial, nationally recognized brands that meet and/or exceed Federal Government and Industry published standards. At a minimum, the following criteria must be met: 1. Possession of a nationally known brand name that can be demonstrated to have significant appeal through evidence of substantial sales. 2. Commercial Soup Bases and Gravy Mixes that meet and or exceed Federal Government Standards. 3. This product must meet industry specifications and standards for performance. 4. The chosen manufacturer must be willing to set a high priority for delivering the Soup Bases and Gravy Mixes to the Non-profit Agency in order to assure on-time deliveries to the U.S. Military through the DLA Troop Support Prime Vendor Program. In the event of surge or Full Scale Mobilization the Soup Base and Gravy Mix Co-branding Partner must be willing to provide up to 300% of the annual requirement of 183,240 cases of Soup Bases and Gravy Mixes. 5. A Certificate of Analysis must be provided for all in-bound Soup Bases and Gravy Mixes. 6. A willingness to enter into a multi-year agreement which includes on-going technical and production assistance and the necessary factory trained technical field support while enabling the non-profit agency to meet the criteria of the AbilityOne® Program to package, pack, label, mark, unitize, and distribute the products to the U.S. Military and other Federal Customers, thereby creating employment for people who are blind or severely disabled. 7. Commitment to working independently with AbilityOne® to market products to the Government customers under the AbilityOne® Program. The chosen manufacturer will have a dedicated team for Federal Government Sales and Marketing. 8. Willingness to work with the NISH Non-profit Agency selected for this Addition and the Committee to ensure that the price to the end-users is a fair and reasonable. 9. Manufacturers' submissions must demonstrate that proposed products meet the various criteria noted. The Non-profit Food Producing Agency will be subject to a comprehensive Quality Audit by the selected supplier, to ensure they meet the standards of the Co-Branding Partner. If there are areas that do not meet the standards of the Co-Branding Partner, it will be the responsibility of the supplier to work with the Non-profit to meet those strict quality requirements.
