- Performance Work Statement and Attachments This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued separate from this announcement. Solicitation DE-RQ65-11WG47867 is issued as a Request for Quotes. Solicitation document and incorporated provisions and clauses are those in effect throught Federal Acquisition Circular 2005-53. A firm fixed price contract will be awarded using Commercial Item Procedures. This solicitation is set-aside 100% for small business. The North American Industrial Code (NAICS) is 811310 and the business size standard is $7 million. COMMERCIAL ITEM SPECIFICATION: E quipment, labor, materials, expertise and associated services to clean and repair the three Tower Tech, Inc. Cooling Towers located at the Desert Southwest Regional Office complex, Phoenix, AZ. The U.S. Department of Energy, Western Area Power Administration, Desert Southwest Region, requires the following: SEE ATTACHED CLAUSES AND PROVISIONS, PERFORMANCE WORK STATEMENT, COMPLETE SERVICES AND PRICE SCHEDULE, AND SUBMIT WITH PROPOSAL. An Authorized Service Provider for Tower Tech, Inc. Cooling Towers is required to perform the work described with technicians that are qualified by Tower Tech, Inc. Offerors are required to demonstrate that the persons used on this contract are Authorized Service Providers for Tower Tech, Inc. and qualified to repair and service Tower Tech Inc. Cooling towers. Period of performance begins at the time of award, and is to be completed by December 16, 2011. If a change occurs to this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes or amendments and considered for future discussions and/or award.
