Description
The 45th Space Wing (45SW), Patrick AFB, FL intends to modify the existing Launch Operations Support Contract (LOSC) with Space Coast Launch Services LLC (SCLS), Corporation, Systems Division, 1613 SAB RD (CCAFS) RM 15, Patrick AFB, FL 32925 to increase the Universe Value for FY11 thru FY15. The LOSC provides operations, maintenance and engineering support to critical launch, spacecraft, and ordnance facilities / support systems owned by the 45 SW. This contract operates under the "Universe of Work Concept". This concept identified all work that may be accomplished in the initial basic contract. The original universe value included the cost of Operations and Maintenance (O&M) for the facilities associated with the Titan and Delta programs. When the Titan and Delta programs ended, the LOSC universe value decreased according to the original universe value plan. It has since been determined that the O&M of the 63 facilities is still required. This increase will once again properly reflect the universe value needed for O&M of the facilities to support the 45 SW mission and customers. Increasing the Universe Value for this contract prevents critical lapses in ordnance operations support, torpedo operations support, system maintenance, communications support, and engineering support. The facilities and systems supported by the LOSC contractor are critical to the success of processing and launching extremely high value launch vehicles and payloads, in some cases in excess of $1 Billion. These critical facilities and systems cannot be operated and maintained in the same manner of other base facilities and systems. This action is being pursued on a sole source basis under the statutory authority of 10 U.S. C. 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(B) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." While this notice of intent is for information purposes only, and is not a request for competitive proposals, interested parties including small and small disadvantaged businesses may identify their interest and technical capability, and submit information which shall be considered by the agency. Interested parties must show capability to fulfill Government's immediate need for the effort described above. This notice expires 15 days after publication. The NAICS code for this effort is 561210 and the Small Business Size Standard is $35.5 Million.
