Description

Attached is Soliciitation Number SP4705-11-T-0046 for Four (4) Catering Service Events for the National Defense University (NDU), Fort McNair, Washington DC. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice incorporates provisions and clauses in effect through FAC Circular 2005-49 effective 24 Jan 2011. This acquisition is being conducted in accordance with FAR Parts 12, 13 and 15. Solicitation is unrestricted. The NAICS code for this acquisition is 722320. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). Contractors can access the CCR for free at http://www.ccr.gov. This requirement is for the National Defense University International Student Management Office (ISMO) Marshall Hall, Fort McNair, Washington DC. The contractor shall provide four (4) catering events in accordance with the Statement of Work. Contract Line Items: 0001 Catering Services Reception for approximately 300 guests, Tuesday, September 13, 2011 0002 Catering Services Holiday Open House for approximately180 guest arriving in three groups of 60, Tentative Date Sunday, December 11, 2011, actual date will be determined NLT November 1, 2011 0003 Catering Services Winter Reception for approximately 350 guests, Tentative Date Wednesday, January 4, 2012, actual will be determined NLT December 1, 2011 0004 Catering Services Graduation Dinner for approximately 375 guests, Thursday Evening, June 7, 2012 0005 Facility Site Rental for June 7, 2012, TBD The provision at 52.212-1, Instruction to Offerors Commercial, applies to this acquisition. Under 52.212-2, the evaluation procedures to be used are lowest overall responsive and responsible price for the parts. Also, FAR clause 52.212-5 applies with checkmarks under this clause for the following - 52.219-6, 219-8, 222-3, 222-19, 222-21, 222-26, 222-36, 222-50, 225-13, 232-33. with other other FAR/DFARS clauses that apply: 52.204-7, 252.232-7010, 252.212-7001 with check marks for 252.225-7036, 252.232-7003, 252.247-7023 and 252.225-7000, 252.225-7001. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The contract will be awarded to the Lowest Price Technically Acceptable (LPTA). The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. The Government reserves the right to award on all or none basis. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
