Description
Wage Determination Past Performance Questionaire Quality Assurance Surveillance Plan Performance Work Statement Solicitation 11-R-0012 This requisition is a 100% small business set aside. The North American Industry Classification System (NAICS) code is 621999 and the related size standard is $7.0 million. The Government will not provide paper copies of the solicitation. Facsimile, telephone, written and/or email requests for the solicitation package will not be honored. Prospective offerors are responsible for monitoring the Fedbizopps website for release of the solicitation package and downloading their own copy of the solicittaion package and any other pertinent information. All responsible sources may submit a proposal which shall be considered by the agency. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Prospective offerors must have or obtain a DUNS number, be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov, must complete FAR 52.212-3 Offeror Representations and Certification - Commercial Items at http://orca.bpn.gov and Wide Area Work Flow (WAWF) at https://wawf.eb.mil to ensure electronic funds transfer. Questions regarding this solicitation notice may be directed to the point of contact listed below. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer, Ms Cora L. Armstrong (707 424-7740) for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition.
