- Description
- The intent of this procurement is to award a contract for cafeteria food services at the McNamara Federal Building located at 477 Michigan Avenue in Detroit, MI. The contractor shall establish and operate in the contractor's name the noncommercial food service facilities for the purpose of dispensing food, non-alcoholic beverages, catering services, and other items as may be authorized for the benefit of the approximately 2,000 employees and 200-400 daily visitors to the building. The contract shall be for a period of 5 years effective with the beginning date specified in the Notice to Proceed, with the option of extending the contract for terms between one to five years, for a total period of performance not to exceed fifteen years. The estimated award date is November 1, 2011 with an estimated start date of January 1, 2012. This will be a no-cost contract. Cafeteria/Concession Services are procured on a profit and loss (P&L) type basis. The Government will provide the space, lighting, heating and air conditioning, major equipment and equipment repairs. The selected contractor shall be responsible for remitting a one and one-half percent fee of net sales to the Government to offset the Government's expenses for the depreciation of equipment, space, heating, lighting, air conditioning and ventilation. GSA envisions the services under this Contract to be a model for wellness and "sustainable" operations. Generally stated, this objective may be realized by operations that include: - Food and beverage items that are organic, and grown or otherwise made in the closest possible proximity to Detroit and that are healthy as part of a balanced diet and contain as few as possible, if any, chemical or biological additives. - Back-of-House Operations that include a verifiable waste reduction program; verifiable recycling program, uses (to the highest extent possible) environmentally preferable products including products made from recycled materials that are recyclable and/or biodegradable; and uses environmentally preferable practices. In addition, the facilities assigned to the Contractor have been certified Energy Star®, and the Contractor's operations will need to support continued certification. This procurement is unrestricted. The NAICS code is 722310 - Food Service Contractors with a size standard of $35.5 million. Technical proposals will be evaluated on a variety of factors including but not limited to: past performance, experience, menu, wellness and sustainability. A pre-proposal conference is tentatively scheduled for August 30, 2011 at 2:00 pm (the actual date and information will be posted in the solicitation). The solicitation will be available o/a August 22, 2011; the date for receipt of proposals will be listed in the solicitation. The solicitation will be available for download through the Federal Business Opportunities website (www.fbo.gov). Offerors will be responsible for downloading the solicitation and monitoring FBO for amendments and/or other information. Offerors must be registered in the Central Contractor Registration database (http://www.ccr.gov) and the Online Representations and Certifications Application (http://orca.bpn.gov). All responsible sources may submit a proposal which shall be considered by the agency.
