- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number LDQ005162. The NAICS Code for this requirement is 325414 - Biological Product (except Diagnostic) Manufacturing. The resultant contract will be a firm-fixed price contract. Only Brand name items will be accepted. The FBI is in the process of testing alternative products and requires this product to ensure that it confirms to Regulation, Statute, and Internal Procedural guidelines that are currently in use to ensure continuing operational capability. Item# Part # Manufacturer Description Qty DC1808 Promega PowerPlex ® 18D System 800rxn Minimum Salient Technical Requirements: The following minimum salient specifications shall be met for all proposed products. 1. Must provide 18 markers including D2S1338, D19S433, Penta E, Penta D, Amelogenin and the 13 CODIS loci 2. Must provide a Rapid Direct Amplification 3. Must provide a short cycling time 4. Custom packaging must be available other than the 200 and 800 reaction size kits 5. Must be compatible when used with Database FTA card punch samples Shipping Instructions: Shipping under this requirement shall be FOB destination. Items shall be delivered to Quantico, VA. Submission Instructions Responses shall be submitted via electronic submission to Christina Sims Christina.Sims@IC.FBI.GOV. The due date for responses to this RFQ is on or before August 15, 2010 at 11:00 AM Eastern Standard Time (EST). Responses must be marked as follows: "RFQ LDQ005162." All questions regarding this requirement must be submitted to Christina Sims via email. Quotes shall include a point of contact (including phone number, fax number and email address), contractor DUN's number and TIN number. ALL QUOTES MUST BE VALID FOR 60 DAYS. The Contract Officer for this solicitation is Stacy S. Bostjanick. Terms and Conditions: This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-30. The provision at FAR Clause 52.212-1, Instructions to Offerors (Jun 2008) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to Christina.Sims@IC.FBI.GOV. Provision 52.212-2, Evaluation - Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Aug 2009) is incorporated.
