- Special Notice Synopsis Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) intends to contract with Technical Toolboxes, Ltd., on a Sole Source basis for the annual maintenance and lease of Pipeline Toolbox Software Suite for Liquid and Gas Pipelines. Toolbox Software is an integrated software package designed for engineers who work with both gas and liquid/product pipelines, and contains all the program modules present in both the software's liquid and gas versions. It has been designed specifically for pipeline professionals and is based on the standards of both the American Petroleum Institute and the American Society of Mechanical Engineers. Technical Toolboxes, Ltd., is the sole possessor of the proprietary technical data and data rights to the Pipeline Toolbox Software. Accordingly, Technical Toolboxes is the only known source that can provide the required software. This award will be made using Simplified Acquisition Procedures in accordance with FAR Part 13. Please note that this is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this action is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
