- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for non-personal services as defined in FAR 37-101, under which the provider is an independent contractor. This announcement is supplemented by Request for Quote (RFQ) W912LQ-11-T-0018 (attached). Proposals are being requested for a base period of twelve months plus two (twelve month) option periods. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53, effective 5 July 2011. This solicitation is a 100% set aside for service disabled veteran owned small business under NAICS of 561720 with a size standard of $16.5 million. The contractor shall provide all personnel, labor, materials, equipment, services and supplies (except paper) necessary to provide janitorial services for the CBHCO-VA at the State Military Reservation, Virginia Beach, Virginia. The contractor shall provide janitorial services in four buildings. The contractor shall submit a proposal including a statement of capabilities describing the contractor's understanding of the government's needs and how the contractor proposes to meet those requirements. In addition, the offer must submit pricing information, including a completed offer schedule. The offeror must also submit completed copies of the provisions 52.212-3 Alt I, Offeror Representations and Certifications Alternate I; and 252.212-7000, Offeror Representations and Certifications Commercial Items; and 252.225-7000, Buy American Act Balance of Payments Program Certificate. If the company information is available through Online Representations and Certifications (ORCA) so indicate in 52.212-3 and return only that portion of the provision. This contract will be a firm fixed price award. Offers will be evaluated inclusive of option pricing. ***Applicable provisions and clauses are contained within RFQ W912LQ-11-T-0018. Clauses and provisions may be viewed in full text through internet access at FAR site http://farsite.hill.af.mil. Contractors must be registered in the Central Contractor Registration to be awarded a Federal Government contract. Registration can be accomplished at www.ccr.gov. It is the offeror's responsibility to monitor this site for the release of amendments (if any). Interested parties must submit any questions in writing using the attached Request for Information (RFI) form to the Contracting Officer listed below, by fax or email prior to 16 August 2011. Quotations and amendments (if any) must be signed, dated and submitted in writing by 4:00 p.m. Eastern Standard time on Thursday, 25 August 2011 to USPFO-P, Bldg. 316, Fort Pickett, Blackstone, VA 23824, attn: Susan Quinn, Contract Specialist.
