Description
The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) is soliciting quotes competitively for a brand name or equal (1 each) portable fluid purifier machine. The brand name is Portable Fluid Purifier - P/N VDOPS-3-413X-6KW-480-N4-V manufactured by Oil Filtration Systems Inc. The salient characteristics are in the attached specification. This requirement is 100% set aside for small business. Offerors that propose other than the brand name item must clearly indicate in their response how the salient characteristics are met by the proposed product. Contract award will be made to the responsible offeror whose quote meets the specification and has the lowest price. The resulting purchase order will be firm fixed price. BRAND NAME: Portable Fluid Purifier - P/N VDOPS-3-413X-6KW-480-N4-V manufactured by Oil Filtration Systems Inc SALIENT CHARACTERISTICS: Purifier able to recycle Mil-C-23699 Lubricating Oil. Operating Vacuum: -18 to 26 inches Hg Maximum Viscosity: 300 Saybolt Seconds Universal ( SSU) (600 Centistokes (cSt)) Pre-filter assembly: Inlet Strainer (20-Mesh) F/Bulk Particles Particulate Removal: High efficiency 5-Micron pleated microglass filter element Beta greater than 1000 per ISO 16889 Water Removal: 100 percent Free & Emulsified, 90 percent dissolved - as low as 20PPM Gas Removal: 100 percent Free & 90 percent Dissolved Maximum Rated Flow: 3GPM (180 GPN) Maximum Outlet Pressure: 100 PSIG Inlet Pressure: 20 inches Hg Vacuum to plus 15 PSIG Gauges: 30 inches Hg to 30 PSI Inlet Gauge, 0-160 PSI System Pressure Gauge, and 0-50 PSID Differential Pressure Gauge for positive indication when the filter element needs to be changed Electrical Requirements: 480 Volts, 3 Phase,60 Hz at 20 FLA. Condensate Sump: 2-gallon carton steel sump with manual water drain Inlet & outlet Ports: 3/4" JIC with Isolation Ball Valves hoses: 2 Heavy duty petroleum transfer hose(3/4 inch diameter x 20 foot length with JIC connections). Exterior Finish: Oil and corrosion resistant enamel paint. Base: Carbon steel with spill containment lip, push-rail, (4) casters and forklift slots. Seals: Viton. Dimensions: Not to exceed 24 inches Length x 32 inches Wide x 60 inches Height Weight: no more than 780 pounds One Inline digital Particle Counter P/N DPC-1. Software and USB I/O needed to download data to a PC or lap-top computer. One Inline Digital Moisture Indicator P/N DMI that gives real-time digital readout of moisture content in percent saturation. One Automatic Water Drain P/N AWD-1 - Automatically drains removed water from the condensate sump eliminating the need to shut the system down and manually drain the water. The resulting purchase order will be firm fixed price. The North American Industry Classification System Code (NAICS) is 333999, and the business size standard is 500 employees. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) Database Registration may be accomplished by accessing the CCR website at http://www.ccr.gov/.
