- The Government is contemplating the award of a 5 Year (base and 4 option periods) Requirements Contract to provide all management, licenses/certifications, tools, supplies, equipment, labor, and transportation, to implement a government provided Integrated Pest Management (IPM) plan for pest control services at Joint Base McGuire-Dix-Lakehurst (JB MDL). This is a commercial acquisition. Pest control services shall be performed in accordance with (IAW) the terms and conditions of the contract, all current applicable Air Force (AF) Department of Defense (DoD) standards, Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA) and State of New Jersey regulatory guidance on pesticide usage, disposal and applications. Service shall be performed in a manner that will ensure the health and general well being of installation personnel, and effectively control pests. Area of service shall include Dix and Lakehurst and McGuire facilities (2606, 2612, 2619, and 2621). The solicitation is a Request for Proposals and will be issued as a HUBZone set aside. Award of a contract from this solicitation will be made on the basis of Best Value to the government using past performance history and price evaluation factors with past performance being more important than cost or prices. The Government reserves the right to award a contract to other than the lowest price offeror. North American Industry Classification Systems (NAICS) Code for this procurement is 561710 with a size standard of $7.0M. The entire solicitation will be available only on the FedBizOpps (EPS) website at http:///www.fedbizopps.gov. Paper copies will NOT be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. All responsible HUBZone concerns may submit a proposal, which shall be considered by the agency. All potential sources must obtain a DUNS number, register in the Central Contractor Register (CCR), and register with Online Representation and Certifications Application (ORCA) Website (www.orca.bpn.gov) in order to transact business with the Department of Defense (DOD). Failure to obtain a DUNS number, register in the CCR, and register with ORCA may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR and/or ORCA at the time of the award. A solicitation will be issued on or about 8 August 2011. The closing date and time of submission of offers will be contained within the solicitation package. No response to this notice is necessary and no Source List will be maintained. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation cost.
