- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to place on a Sole Source basis, a Firm-Fixed Price (FFP) Purchase Order with two (2) options to Aerva, Inc., Cambridge, MA 02139 for the purchase of AC-N6 media players including AerChannel software, on-site software installation, server license agreements, and on-site software training to support the implementation of the NEwport Real-time Digital Signage (NERDS) system at NUWCDIVNPT. The AC-N6 media players and AerChannel software is the only equipment that meets all of the compliancy requirements set forth by the Department of Defense (DoD), the Department of the Navy (DoD), and the Naval Network Warfare Command (NETWARCOM). The Aerva, Inc. equipment also has the required approval by the DoN Application and Database Management Systems (DADMS) (approval ID number 55260) and approval to operate in the Navy Marine Corps Intranet (NMCI) network. Aerva, Inc. is the sole manufacturer of the AC-N6 media players and the AerChannel software. This acquisition will be processed using FAR Part 13 Simplified Acquisition Procedures. NAICS Code 541511, size standard $25M. Delivery and installation of the hardware and software shall be completed within eight (8) weeks of contract award. The notice of intent is not a request for competitive proposals. All responsible sources may submit a capabilities statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
