- The Food and Drug Administration, Jefferson Lab Complex in Jefferson, Arkansas, is seeking certified HUBZone small business concerns interested in performing campus wide electrical upgrades to include the following: Substation 3 - In a phased electrical sequence of events, all the existing medium voltage switchgear, 2400 volt and 13.8 KV, and all the low voltage switchgear, 480 V, will be removed and replaced by new 15 KV medium voltage, NEMA 3R switchgear. Each pad mounted switchgear module shall consist of a gas-tight tank containing SF6 gas, load-interrupter type switch and be fed with (2) new paths of 13.8 KV primary electrical service. The existing 480 volt loads removed from this substation by this project will be fed by new pad-mounted transformers in close proximity to each load. New Campus Loop - A new 15 KV campus outer loop underground medium voltage distribution system will be initiated with this project. The new loop will be extended into Substation 3 in the campus central mall area to serve the new primary switchgear. The new underground medium voltage distribution system will also be extended to the new pad-mounted transformers. This procurement will be set aside for certified HUBZone Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 237130: Power and Communication Line and Related Structures Construction and the Small Business Size Standard is $33.5 M. The period of performance is 540 calendar days after issuance of the Notice to Proceed. The Magnitude of construction is between $1,000,000 and $5,000,000. The resulting contract will be a firm-fixed price. The anticipated release date of the RFP is on or about August 11, 2011. Drawings and specifications will be available for download on Federal Business Opportunity website when the RFP is issued. Mandatory-Pre-Proposal/Site Visit for interested vendors will be held on site in Jefferson Arkansas approximately 2 weeks after release of the RFP. It is anticipated the pre-proposal/site visit will be the week of August 22nd.
