Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation # P11PS11478 issued as a Request for Proposal. Notice this is a 100% small-business set-aside for businesses registered with the Small Business Administration for NAICS 238210 to provide equipment and installation for audio-visual, lighting, and electrical upgrade to an historic building within Bryce Canyon National Park.Fixed Price contract; the award will be made based on past performance and the lowest price technically acceptable. In order to be considered for award, offerors shall provide a bid on company letterhead and include the bid schedule detailing the unit quantity, pricing per part number and extended pricing. Offerors shall provide past performance information performed within the last three calendar years to demonstrate the ability to perform the proposed contract by listing two (2) examples of previous work similar in size and scope. Offerors shall provide the following information for each: a. A brief description of contract similarity.b. The contract number, type, dollar value and period of performance.c. The names, addresses, telephone and fax numbers of the contracting organization, Government Project Officer(s) and Contracting Officer(s). Indicate who should be contacted to discuss past performance. Design services and historic preservation compliance are complete. Detailed specifications are attached for three components: Audio Visual, Lighting, and Electrical. Delivery of equipment, installation, and acceptance location is Bryce Canyon National Park, Lodge Auditorium within 60 days after receipt of order. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.The provision at 52.212-2 is applicable, Evaluation -- Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors are considered. The following factors shall be used to evaluate offers: Past Performance is significantly more important than cost or price.Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. If completed online at www.bpn.gov, please print and attach.The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition The anticipated award will be a Firm Fixed Price. The following FAR clauses identified in FAR 52.212-5 are applicable to this acquisition; 52.219-6 Notice of Small Business Set-Aside; 52.222-3 Convict Labor; 52.222-19 Child Labor - Cooperation with Authorities and Remedies; 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity; 52.222-50 Combating Trafficking in Persons;; 52.225-1 Buy American Act-Supplies; 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-33 Payment by Electronic Funds Transfer Central Contractor Registration (CCR), 52.246-2 Inspection of Supplies-Fixed-Price; 52.237-2 Protection of Government Buildings, Equipment, and Vegetation; 52.236-3 Site Investigation and Conditions Affecting the Work. Wages for the installation portion of the contract shall be at a minimum current Department of Labor wages per the Service Contract Act of 1965 as amended. Wage Determination attached, WD 05-2531 (Rev.-11) was first posted on www.wdol.gov on 06/17/2011. The location of work is at Bryce Canyon National Park approximately 1.5 miles past the entrance station at the historic Bryce Canyon Lodge. Working hours must be within Monday - Friday 7:00 am - 6:00 pm and no work on Federal Holidays. Warranty information, inventory, training, etc. must be provided as described in specifications. Site Visit: Offerors may participate in a site visit with Park representatives on Thursday, August 18, 2011, 2:00 pm MT. Meet in the Lodge auditorium. Offers must be received by 6 September, 2011, 4:30 PM Mountain Time, Bryce Canyon National Park at the Visitor Center, Hwy 63 Bldg 1 (PO Box 640201), Bryce, Utah 84764-0201. Fed Ex and UPS deliver at this street address. USPS mail must include PO Box to be delivered.
